アメリカ政府機関の閉鎖に関するオバマ演説 10


日本時間10月17日の23：35にテレビで放映された演説です。


アメリカが重大な問題に直面している場合、大統領がテレビを通じて国民に直接語りかけるのが恒例となっています。

大統領の演説は、アメリカ政府の対処方針を示し、アメリカの進む道を方向付けます。

アメリカが目指す方向は、世界の動きに大きな影響を及ぼします。

そうしたところから、アメリカの大統領の演説に対し、英語の分かる世界中の政治家・外交官・経済人その他のリーダーのみならず、独裁者や犯罪組織・テロ集団のリーダーも耳を傾けます。

私が、このブログでオバマ演説を何回か取り上げて来たのは。。。


１．深刻な事柄について、未成年者でも理解出来るよう、分かりやすい単語・表現を使って話しているから、絶好の英語学習教材となる。


２．演説の内容が世界の動向に影響するほど重大だから、繰り返し読むのに耐える。


３．外人との付き合いの場で、演説の中の一言・二言ふれるだけで、話に弾みがつき、相手が一目置いてくれるようになる。



今回は、大幅に割愛し、全体の半分以下に縮小しました。原文は、力強いメッセージですが、英語学習教材として語られたわけではありません。学習に使うなら、骨子を残して短くした方が繰り返し読み書き話し易いと感じたからです。


We should sit down and pursue a balanced approach (1) a budget that grows our economy faster and shrinks our long-term deficits further. We need a responsible budget that deals with the issues that most Americans are focused on: creating more good jobs that pay better wages.

（注）"responsible budget" 「責任ある予算」では何か変ですね。
通訳・翻訳者泣かせの表現です。
通訳なら、"responsible" は無視！適訳を思いめぐらす時間は、ありません。
翻訳なら「適切な予算」辺りですが、「予算」と言えば、特に断りない限り「適切な予算」を指すでしょうから、"responsible"　は無視して、「予算」だけでも良いでしょう。

アメリカの有力紙 The Wall Street Journal が、「アメリカが尖閣諸島は日本の領土だと
断言すれば、中国が引っ込むかもしれない」という論評を掲載しました。

The Wall Street Journal は、英語の分かる世界中の政治家・外交官・有識者が購読して
いるので、世界の世論形成に大きな影響力を持つと言われています。

今回の論評は、日本にとっては力強いサポート、中国には手痛い材料となりそうです。
私のブログでは、この論評を編集し英語学習教材として使えるように仕立て上げ、4回位に
分けて連載します。
